Abstract (en)
The purpose of this article is to show the emergence of the concept of government in Foucault’s concept of power, and to apply it to the current contingency of COVID-19. Government and power operate in tandem, although they maintain their differences. The former focuses on the care of men; the latter is concerned with the relations of force that traverse and control them. Both comprise surveillance mechanisms that operate tactically and strategically. They do not refer to a prohibitive issue or care of the territory, but there is a whole machinery that intervenes in a shrewd way on men.

El propósito del presente artículo es mostrar las emergencias del concepto de gobierno en el concepto de poder en Foucault y aplicarlas a la contingencia actual del covid-19. El gobierno y el poder operan de manera conjunta, aunque mantienen sus diferencias. El primero se centra en el cuidado de los hombres; el segundo se ocupa de las relaciones de fuerza que los atraviesa y controla. Ambos comprenden mecanismos de vigilancia que obran de manera táctica y estratégica. No hacen referencia a una cuestión prohibitiva o cuidado del territorio, sino que hay toda una maquinaria que interviene de manera sagaz sobre los hombres.

O objetivo deste artigo é mostrar as emergências do conceito de “governo” no conceito de “poder” em Foucault e aplicá-las à contingência atual da covid-19. O governo e o poder operam de maneira conjunta, embora mantenham diferenças. O primeiro se centraliza no cuidado dos homens; o segundo trata das relações de força que os atravessa e contrala. Ambos compreendem mecanismos de vigilância que operam de forma tática e estratégica. Não fazem referência a uma questão proibitiva ou cuidado do território, mas sim há um mecanismo completo que intervém de modo sagaz sobre os homens.
