Strategic Neutrality and Sovereign Autonomy: Vietnam’s “Four Noes” Policy as a Model for Colombia
Abstract (en)
This text seeks to analyse the extent to which elements of Vietnam’s “Four Nos” doctrine can be adapted to strengthen Colombia’s sovereign autonomy and international projection, thereby advancing its objectives of becoming an intermediate power and a credible mediator. It argues that a policy grounded in autonomy, non alignment, and balanced relations with multiple powers offers useful lessons for reinforcing strategic partnerships, broadening a multilateral outlook, and positioning Colombia as a credible actor in promoting dialogue and peace beyond its traditional sphere of influence. However, adopting these principles requires maintaining a degree of strategic flexibility and periodic rebalancing in the face of immediate security threats, so that the pursuit of neutrality and cooperation does not constrain the country’s capacity to respond to critical challenges.
